    WCAPN can be positioned to be the voice of APRNs in Wyoming, both in promoting the profession and in positioning legislation to enhance the practice and performance of the multiple APRN roles within Wyoming. WCAPN offers a unique viewpoint to our AANP professional organizations promoting full authority practice in a frontier setting.

    WCAPN faces challenges that are intertwined to the Wyoming spirit of independence. The communication pathway membership and miles inhibits the solidification and regular engagement of our membership base. This lack of a robust membership engagement leaves the organization vulnerable in benefit, voice and finances.

    WCAPN enjoys the technological age where membership can be fluid and interactive from work, home and anywhere the Internet can be accessed. The time to improve member benefit with promotion of active engagement, improving access to continuing eduction, updated legislative actions, Board of Nursing and community specific information is NOW.

    Currently, one theme that the United States battles is an overall lack of accessible health care. In the context of rural regions, this theme is amplified. The role of advance practice nurses (APNs) has helped close this gap, but also presents issues for both APNs and APN organizations. Specific to Wyoming Council for Advance Practice Nurses (WCAPN), APNs are faced by complex patients requiring higher acuity and management of care with often limited access to specialists, resulting in total care from APNs. This requires the WCAPN to help aid in the continued education, best evidence-based practices for Wyoming APNs. Many APNs in Wyoming face practice restrictions which could be related to facility bylaws, state practice acts or national involvement. The WCAPN can aid by advocating for full practice within an APNs scope of practice at the facility, state and national level. Furthermore, the current pandemic dilates these issues for WCAPN.

    Professor and DNP Program Director, Fay W. Whitney School of Nursing, University of Wyoming

    Over the last decade, the number of licensed APRNs in the U.S. has more than doubled. The fact that APRNs have reached a “tipping point” and are now recognized as valuable health professionals by both patients and health care providers alike says a lot about the APRNs’ competencies and determination. Having said this, APRNs still do not consistently have a seat at the table with physicians and policy-makers. Although Wyoming’s APRNs enjoy full scope of practice, all too often, they are hired as inexpensive physician substitutes, a practice that cheapens APRN practice and has the capacity to drive a wedge between APRNs and physicians. As such, it is critical that the WCAPN actively works to develop new and foster existing relationships with Wyoming’s physicians and legislators, as well as respected state health organizations such as the Wyoming Medical Society, the Wyoming Department of Health, and the Wyoming Primary Care Association.

    I am seeking the opportunity to be more active in my state professional organization.  I offer an innovative and enthusiastic perspective to my profession.  I am passionate about what I do as a nurse practitioner, and hope to pass that passion on to our professional community.  As a private practice owner, I bring the knowledge and experience of not only having worked for other organizations in Wyoming, but the opportunities that come with owning a practice as well.  The biggest issues impacting Wyoming APRNs include not losing the ground we have and the progress we have made, promoting multi-state licensure, and payment parity.  There are many other larger goals that are not yet achievable until some of these foundational issues are improved upon or changed.

    Hospitalist Nurse Practitioner

    I am seeking to serve on the WCAPN board to make APRNs in our state the best they can be. As cliché as it sounds, I want to help other APRNs. I want to bring my knowledge, expertise, passion, and energy for the nurse practitioner profession to an arena where I can be of benefit and can continue to grow and learn myself.

    Wyoming has been a full practice authority (FPA) state for years now and one important issue for Wyoming is to ensure that our APRNs continue to demonstrate that we provide safe, high quality, competent care. Providing a high level of care is critical as it shows that we should continue to have FPA. Continuing to support quality education and safeguarding that we are practicing within our population focus are two ways to support advanced practice nurses and our independence.

    Recognizing and acknowledging APRNs as a member of the healthcare team within a hospital and health care systems is an area for improvement within Wyoming. Having FPA has been a major step to have APRNs recognized as integral members of the health care system but a disparity still exists particularly within hospitals and health systems with antiquated bylaws limiting or restricting privileges, for example, admitting to the hospital. Addressing these barriers and advocating for the recognition of APRNs, getting us “a seat at the table” of patient care is important.

    Expanding on telehealth capabilities in Wyoming for the advanced practice nurse is also an important issue. As a largely rural state, expanding and encouraging telehealth should be encouraged. Telehealth should be regulated and clearly defined so that the APRN can practice to their fullest scope and capability to meet the needs of our state.

    The WCAPN Nominations Committee is seeking interested WCAPN members who wish to serve in a leadership role on the Board of Directors. These leaders will be elected in September 2020 by the members through a statewide ballot for a term of two years. The term of office will begin following the annual meeting in October. The positions are as follows:

    President Elect

    Secretary

    (2) Member at Large

    The position of President-elect will serve for three years serving as President-elect during year one, serving as President during year two, and serving as Past President the third year. The President-elect serves primarily in a learning role by assisting the President in the business of WCAPN. 

    The President-elect will assume the duties of President in the fall of 2021. The President presides over the Board and meetings; represents (or designates representative of) the WCAPN in business, legislative, and other related activities; directs (or appoints leadership for) activities of the council including educational, legislative, and public presentation; and appoints committees and leadership of committees, and directs activity/purpose of committee. 

    The Past President serves in a support/mentoring role for the Board. May assume temporary leadership position in the temporary absence of the President.

    The position of Secretary will serve for a two-year term. The Secretary's primary role is to record minutes of board meetings and during the annual meeting. Provides other correspondences and written material as directed by the President and/or board.

    Members at Large serve as representation of the general membership to advise, participate, and contribute to Board on all matters of the organization.

    Currently the WCAPN board meets four times a year. Two of those meetings are face-to-face and the other two are by conference call.

    All interested candidates for office must be a current WCAPN member. Each candidate needs to complete a Consent to Serve form. The form along with a headshot of yourself needs to be sent to the Nominations Committee chair, Dr. Maria Kidner, m2kidner2@gmail.com, by July 24, 2020.

    Elections will occur in September and the winners will be announced at the annual meeting.

    The WCAPN Board of Directors, in alignment with the bylaws, is opening the call for members to serve on the Bylaws Committee and the Nominations Committee.  

    The WCAPN Nominations Committee oversees WCAPN's annual national election. The Committee solicits potential candidates and reviews candidate applications.

    ·       Conduct a fair election according to WCAPN bylaws

    ·       Suggest ideas that promote greater voter interest, visibility of candidates, and participation in the nomination and election process

    ·       Solicit candidates

    ·       Review all candidate applications and present a ratified slate of candidates to the WCAPN Board of Directors

    The WCAPN Bylaws Committee oversees WCAPN's biannual bylaws review. The Committee is established to receive, review, and recommend proposed amendments to the WCAPN bylaws.

    ·       Review proposed amendments and recommend for Board consideration changes to the Bylaws that are consistent with WCAPN's overall mission and purpose

    ·       Assist in the presentation of the proposed amendments on the floor of the Annual Membership Assembly

    Dr. Maria Kidner’s leadership as the Wyoming AANP State Representative has been both transformative and inspirational. She has motivated nurses within the state of Wyoming to support better health care outcomes, and her vision and mentorship have significantly enhanced the role of Wyoming’s nurse practitioners and the quality of our practice environment.  She has played a key leadership role in shaping health care policy throughout Wyoming. Her particular focus on nursing leadership and mentorship has resulted in an unmatched transformation within the state.  Dr. Kidner has been recognized regionally and nationally for her significant contributions to nurse practitioners.

    Please join me in congratulating Dr. Maria Kidner for her election to the AANP Region 8 Representative position, and in wishing her the very best as she continues to this next phase of her noble leadership career.

    On March 12, 2020, Governor Mark Gordon signed the Global Signature Authority Bill for Healthcare Providers in at the Wyoming State Capital.  Many WCAPN members were present to support the legislatures work.

    Beginning in March 2020, WCAPN will showcase an NP owned healthcare business in Wyoming every month.  If you would like for your business to be in the NP Owned Business Spotlight, please send a 150-200 word description, a photo or logo representing your practice, and the names of all APRNs employed in your business to president@wcapn.org.  Business will be showcased in the order that they are received.  WCAPN reserves the right of discretion when choosing businesses to spotlight.  All APRNs working in the business or practice must be current members of WCAPN.

    The WCAPN board of directors voted to eliminate the executive director position at its October 3, 2019 meeting.  The board decided not to renew Executive Director Tobi Moore’s contract which expired December 31, 2019.  Eliminating the executive director’s position was a step the board had to take to be able to continue to serve the members and remain financially sustainable.

    The Wyoming State Board of Nursing is proposing to amend Chapters 2 - Licensure/Certification Requirements and 5 - Fees. On Monday, December 9th at 8:00 p.m. the WCAPN will be hosting a special Zoom meeting for all WCAPN membership to call in and provide tfeedback regarding the proposed WSBN proposed rules. The WCAPN board will be providing comments to the WSBN regarding these rules, and would like to hear from the membership prior to submitting comments.

    The revisions in Chapter 2 are intended to remove licensure barriers for military personnel and certified nursing assistants, recognize an advanced pharmacology requirement for Advanced Practice Registered Nurse (APRN) certification exam eligibility, clarify licensure and competency requirements for nurses practicing in dual roles (ie APRN and Registered Nurse (RN)), and require advanced skill certification applicants, (i.e. Licensed Practical Nurses and Certified Nurse Assistants), to submit an application and pay a nominal fee for certification recognition.

    Other changes to Chapter 2 were intended to clarify Temporary Permit language, provide retired nurses an opportunity to maintain a license, add language to comply with Senate File 0047 (2019) and to reduce barriers to licensure by changing continuing competency requirements.

    The revisions in Chapter 5 are intended to add a nominal fee to cover licensure processing and recognition for advanced skill certifications.

    Written comments may be submitted to WSBN by December 27, 2019.
